Developing and or "rogue" nations desire
NW for the purpose of indiscriminately
detonating in service to the cause of

aimless retribution.
PROPOSITION #1
But, I digress...
Even the most pervasive negative doctrines find a point of origination in catering to the
function of base survival... As such, the degree of deviation from- as evidenced in real
and/or perceived applications to- is subject to the limits of sequential increments;
obligated to the processes of a some higher form 'collective consciousness'.
As it pertains to Prop # 1, it would seem as
though even the most radical factions realize the
futility of any nuclear exchange  (although
simultaneous vaporization caters to the fantasies
of many more then one).
The advanced nations 'possessing' have become convinced the
motivation of those who desire to 'also' have no argument for
legitimacy,  It is a perception in beholding- those 'without'- seek
only to wreck  irrational and indiscriminate retribution and/or
unprovoked terror on the largest scale. This of course
conveniently places the 'uncivilized' enemy just outside the
bounds to which the 'reasonable' could reasonably be expected
to negotiate or, even
tolerate if found to be at all inconvenient.
While the primary desire for Nuclear Weapons ultimately derives from legitimate
need to be recognized as sovereign, this fact becomes obscured by a detached
majority acquiescing to minority factions on the radical fringe. By default, the
majority, perceiving selves as victim, will then agree to the need for powerful
weaponry through the inability to perceive the existence of any attractive
alternatives.
In reality,  the appeal of such powerful weapons lies in the perceived
function of deterrence as opposed to a primary consideration applicable to
the desires of conquest and/or retribution. While there does exist radical
factions- willing to share destruction with all- these elements are influential
only to the degree their own subjugated 'reasonable' citizens are allowed to
drift from contact with all other 'reasonable' peoples with whom a
surrounding universe would otherwise intend collaboration and alliance.

We are simultaneously hypocritical and wise in the endeavor to restrict the nuclear
capabilities of others. M.
In the event that doctrine acquires the ability to impart full and complete destruction
to all-including self. In this case, the obligations to self-preservation and evolution no
longer apply.  If all life ceases as consequence to any willful act, there is no
referential precedent providing explanation through the lens of science.
A point of reference could be found within aggregate religion...And religion
had it right all along...there is not such thing as human evolution.  Too bad
the term 'righteous'  has now converted from having little worth to that of
worth equating to...DICK!  Religion became it's own self-fulfilling prophecy
as it channeled destruction though the channels of base fear and a fatalism
that "everything happens for a reason".
Well...It Does no More
Unless...
Although...
Thus it would be naive to assert there exists no great threat, even in recognition that the desire
of the majority within  'rogue' nations is not the willful and complete annihilation of all designated
enemies...
